Chakwera Fires, Arrests Aid Over 'Smuggled' Bill

President Lazarus Chakwera terminated the contract of one of his advisors, Martin Thom, over his alleged involvement in the smuggling of Loans Authorisation Bill to Parliament.

Martin Thom and Deputy Director of Debt and Aid at Treasury, Nations Msowoya were arrested and charged with abuse of office and making false documents in connection to the controversial smuggling of a loan authorisation bill to Parliament.

State House spokesperson, Sean Kampondeni, confirmed the development.

Investigations by the Malawi Police Services (MPS) into how Bill number 22 of 2021 Loan Authorisation found itself on the Parliamentary Order Paper led to the arrest of Pastor Martin Thom.

On Monday, The Nation newspaper investigative report revealed that the bill, which was seeking to allow Government to borrow €98 360 000 ( K93 billion) to finance the construction of houses for security agencies such as Malawi Police Service and Malawi Defence Force (MDF), was smuggled into Parliament for debate without the approval of Cabinet, Ministry of Justice and Attorney General.

On Monday, during the State House Weekly Brief, Kampondeni indicated the President was probing the matter.

Meanwhile police have given the bail to both Martin Thom and Nations Msowoya which is confirmed by their lawyer James Ayuba.
